Thanks for reporting this. If you say that both files are equals could you
please issue the command:
cp -p /var/spool/hylafax/etc/faxcover.ps /etc/hylafax/faxcove
Package: hylafax-server

Doing as the package tells me:
machine:/etc/hylafax# /etc/init.d/hylafax start
ERROR: /var/spool/hylafax/etc/faxcover.ps is newer than
/etc/hylafax/faxcover.ps
