I'm seeing this bug as well.
Behavior:
- When dragging an AppIcon over the dock, the AppIcon is not docked.
- When attempting to reposition an existing Dock AppIcon, the icon is
removed from the Dock.

Yes, it is. But it's some how connected with the nvidia driver, because

Hmmm...
Can you try moving ~/GNUstep out of the way (it would be best if you do
this while Window Maker is *not* running) and restarting Window Maker?
E.g.:
$ mv ~/GNUstep ~/GNUstep.backup
If that fixes it, I'd like to have a copy of ~/GNUstep/Defaults
