Looks like this is indeed fixed as you suggest. The shpchp line in
/var/log/kern.log with 2.6.15 is:
Jan 7 19:49:56 localhost kernel: shpchp: Standard Hot Plug PCI
Controller Driver version: 0.4

i couldn't find a linux-image-2.6.12-4 package anwhere, but i can
verify that the kernel log contains this error:

i too encounter this system on my Dell Inspiron 8200 laptop. i reported

FWIW, I see the same two modprobe failures with kernel 2.6.8-16 (package
kernel-image-2.6.8-2-686). My hardware is also very similar:
