Emacs 30.1 starts to require a lexical-binding directive (default to t),
or it will issue a warning when loading an Elisp source. Currently
debian-startup.el shows this:

Looks like I missed Bug#1099506. Now merged.
Also updated the MR to close both bugs if the commit message is used in
debian/changelog.
