Maybe some of my initial proposal were not clearly or enough motivated:
1. regarding the ABI version change I think that the lib package
should keep the entire ABI version
otherwise you will face the following lintian warn:
W: libflatzebra-0.2: package-name-doesnt-match-sonames lib
