N/m, it's still broken. For now I just force set(_ossl_prefix "/usr")
in /usr/lib/x86_64-linux-gnu/cmake/OpenSSL/OpenSSLConfig.cmake, which
I know is a terrible workaround but at least it gets me by until this
is fixed correctly.

thought to have fixed the bug I reported. Unfortunately that's not the
case however. I once again deleted OpenSSLConfig.cmake and the problem
was fixed so I guess that file still isn't quite right..?
Any further ideas?
