Removing the readme from the -doc package is not sufficient, you also
need to add
Breaks+Replaces: libtk-img-doc (<< 1:1.4.15+dfsg-2)
to libtk-img in order to properly take over the file on upgrades from
1:1.4.15+dfsg-1 or before.
