Dear Maintainer,
I've ran onto the same issue on a riscv64 board yesteday. Upgrading to
9.4.1-14 solved the problem.

Justification: renders package unusable
When this version is installed, all networking is broken, e.g.
root@twentytwo:~# LC_ALL=C ping lwn.net
ping: lwn.net: Temporary failure in name resolution
I cannot access *any* outside resource. No IP,
