so here is the background. I preseed the debconf database with
the locals I want to use and then I basically do the equivalent of
dpkg --set-selections and then a apt-get dist-upgrade( not truely what
I do but the process is the same). The locales package prompts me with

So I found out some interesting information.
The tags supported for the --tag=TAG are as follows:
--tag=CXX
--tag=F77
--tag=GCJ
I found these by running ./configure on the libtool source.
I will admit that this didn't solve my problem as I still have the
failure reported before.
