this issue: https://packages.debian.org/bookworm/mariadb-server-core
Latest for Debian 12 is still 1:10.11.11-0+deb12u1 as I've reported.

Yes, the installation completes after that. But I guess that because
setcap failed, it won't start with --memlock switch. I guesstimate this
based just on the error message during install, which suggest on why it
tried to setcap on server b
so, after digging further, I found out, it is a upstream issue. something
with 1.16 broke it seems (I tested ubuntu and leap, which sadly are still
on 1.15 and 1.14) that's why I thought it was a debian issue.

I've run into this exact problem on Ubuntu 14.04, which is obviously based
on Debian.
I've tried Tony's advice of adding /usr/share/java/tomcat-coyote.jar
to /etc/jetty/start.config
but it didn't help. Perhaps I did it wrong, I don't really understand java
configuration.
