Hello All,
as was suggested ( by Timo I think ) using the --no-ntp option fixed this for
me some time ago now.
I had no further problems with the laptops enrolled as freeipa-client.
Further updates in Debian Buster caused no issues.

Maybe I have to make another bug report for this other EM I get today.
I have removed chrony and installed and enabled ntp, I stil get
WARNING: conflicting time&date synchronization service 'ntp' will be disabled
in favor of chronyd
and end result is
