Thanks for the bug report.
FWIW Deb822 isn't really built to support parsing deb822 files with
arbitrary data in the middle. This means it doesn't do well with at
least some .in files (which use a variety of styles).
That said, it would be good to handle this particular case better.

python3-debian has zstd as a Recommends since it work fine without it
and with any package found in Debian. The ch-cmake tests pass fine here without
zstd installed.
On Ubuntu, I believe zstd compression is the default, so it might make
sense for Ubuntu to move zstd from Recommends to Depends.

This should be fixed in 0.145, which was already in unstable - but apparently
hasn't
made its way into CI?

Another approach would be to somehow verify that the minimum versions
are correct (by building on a much older Debian and pulling in new
packages as necessary? Seems challenging, but perhaps not impossible).

FWIW I've come across this specific filename before (not sure if it was this
package).
IIRC it's not just the fact that it's UTF8 but rather that it uses a
non-canonical
representation of the characters.
