This problem is resolved by installing the kformula package. Maybe a
Depends: or Recommends: would be in order.

Just to emphasise, this bug prevents a number of init scripts from
working, so on startup the system is in a broken state (no networking,
touchpad not working...). I think this is serious enough to justify a
"critical" severity.
Purging splashy does fix the problem for me, though.

The upstream bug [1] contains a patch. This bug doesn't affect any
functionality, but it's still very annoying.
