Dear Maintainer,
While passing a directory name with a trailing slash for apparently
any exclude option parameter, the directory referenced does not get
excluded from the tarfile.
Reproducible with the following configuration:
$ mkdir foo bar b
I can confirm this on a Debian Buster with backports enabled, workaround
mentioned is working.
A similar issue was pushed to redhat tracker, and it seems that
libvirt5.1 might fix the issue:

I just want to comment on some binaries that are crashing trying to look for
the missing libpcre.so.3 in the last update:

I temp fix it in my boxes downgrading lib
It seems that the bug is not in emacs23 itself, but in another package
(libpcre3).
In my system (sid, amd64) there are some other packages failing after
trying to look for a missing libpcre.so.3 file, like desktop-utils.
A temporary workaround is downgrading libpcre3 package, grabbing an
