I'm not a maintainer but I have to say that I have never experienced
this issue - despite the fact that I'm using it on daily basis (I'm
running sid).
Maybe it is caused by testing python version (as it is different from sid one) ?

Seems like running
$ sudo ln -s /usr/lib/libblas.so.3 /usr/lib/libblas.so.3gf
solved the problem. It may be the case that all other ImportErrors
of libblas.so.3gf can be solved by creating symlink.
