Bug#931628: lvm2: volumes not activated at boot after upgrade from stretch to buster

I just encountered the same problem on an upgrade from 9.x to 10.1, when using LABEL= directives in /etc/fstab. I also had to use "vgchange -ay" in the boot rescue shell. Changing fstab to use /dev/vg*/* paths resulted in a system that boots without intervention.
