The creation of .start is done in /usr/share/shorewall/lib.runtime

I've run this in console before upgrade:
dpkg-divert --package linux-container --quiet --add --rename --divert
/usr/bin/uptime.procps /usr/bin/uptime
and upgrade works
Seems that in the file /var/lib/dpkg/info/linux-container.preinst only
the case upgrade is missing.
