Kernel 4.10 is the current stable kernel now and this still hasn't
been fixed. Has there been any acknowledgement of the bug from the
maintainer yet?
It seems the problem is due to the following line in
/etc/syslog-ng/syslog-ng.conf:
@include "`scl-root`/system/tty10.conf"
Changing this line to the following fixes the problem:
@include "/usr/share/syslog-ng/include/scl/system/tty10.conf"
While trying to investigate this problem, I did notice

I tried upgrading syslog-ng and it failed. I then tried installing it
cleanly on a different box and that failed as well. Both systems are
running Debian Testing, stable kernels 4.8.6 and 4.8.7, libc 2.24-5.
