I faced the same problem today and I guess there is a problem with Java
11, or at least with the OpenJDK 11 bundled by Debian unstable.
The start script /usr/bin/visualvm has code which always selects Java
11, when installed. When changing line 80 as follows, it starts properly
with Java 21.
is there interest to include these changes into debian?
I would love to hear some feedback from anyone on my plans and if positive I
would be happy to take care of the mentioned changes. If not I will take some
other way to make the wallet available in my FF extension.

didn't try mod_fcgid because I thought it is not possible to connect to
already spawned processes such as php5-fpm.

I hope this information helps to get some clarity about the problem.
Perhaps the patch that made it work for openjdk-6 6b23~pre4-1 can be applied to
openjdk-7 as well.

I have a similar problem with the vdpau package. My system informations are the
same as Remi's but I'm totally missing
the symlink. Adding the link as Remi proposed didn't work for me as
applications are expecting libvdpau in
/usr/lib/vdpau/libvdpau_nvidia.so.1
