There is an option you can pass to the installer to set the debconf
priority I believe. I think it is even documented in the boot prompt
information. If you set it to low it will ask all questions right from
the begining.

I think you may have misunderstood this bug report.
As I understand it the code is intended to check for a lock. If the lock is
there and the old pid still exists the new process should die. Otherwise
remove the old lock and continue.
