nostrip will be handled by debhelper properly, but nocheck will not.
Attached is a patch to fix the bug, sorry it is applied to the rules file, and
not the debian directory.

When either libcurl4-gnutls-dev or libcurl4-openssl-dev is installed, the gnupg
package detects a system libcurl and uses it instead of the included curl-shim.
This causes a build failure with the foll
r problems. Using either the included psqlodbc patch or fixing our
calling code seems to avoid the specific crash I was seeing on 64 bit
platforms.
As such, we are fixing our code internally, but the psqldriver is also buggy I
believe.
