It seems to have been already fixed in the Ubuntu-version of the package

pppd from Package ppp in debian etch uses libpcap.so.0, and the package
depends on libpcap0.8, but libpcap0.8 version 0.9.5-1 only provides a
/usr/lib/libpcap.so.0.8 symlink, no libpcap.so.0 symlink. Running
'ldconfig' does not create the link either. Manually

I have the same problem, after logrotate runs and pyicqt has written
something in its log, pyicqt no longer responds.
Simply running '/etc/init.d/pyicqt reload' alone reproduces the bug for
me (even without rotating the logs).
However, as pyicqt doesn't write much logs on my system, an
o we had to use a PCI controller; after booting into the newly
installed 2.6.18 kernel, the onboard controller worked).
