I had a look at this installation failure out of interest.
The postrm script of this package tries to set up groups with a certain
name, but only if the group does not yet exist. It expects group
+ confirmed fixed pending

y, you should not install and enable the OTRS
Apache config but instead let the user do that manually too. Otherwise,
installation will fail, although everything is fine (it's just that the
database is not yet configured!).
