*Solution* - using apt-cacher v1.7.3 from Wheezy
Tested as working fine with Squeeze - no other packages from Wheezy (or
backports required).

Update - Mark Hindley pointed out that my use of rsync to add packages
from /var/cache/apt/archives on client boxen had imported *.deb packages
owned by root into /var/cache/apt-cacher/import (on the the apt-cacher
server).
Running apt-cacher-import.pl then moved those files into
/var/cache/apt-cac

Problem is not critical, and only seems to affect a couple of
repositories. When apt-cacher is not used there are no error messages.
Temporary workaround is to bypass apt-cacher for apt-get update,
