I just ran into the same problem after performing the same operation:
transforming a Ubuntu install into a Debian one without a clean reinstall.

When resuming from sleep/suspend to RAM the fancontrol service needs to be
restarted to once again take control of my systems fans. Is there some sort of

This bug only seems to exist when systemd is installed (I was using
25-2 from experimental). Reverting back to sysvinit resolves the high
CPU usage with the monitor widget.

After a little more searching this looks like upstream bug 273214 (
https://bugs.kde.org/show_bug.cgi?id=273214 ).
Removing the CPU Monitor widget stops the high CPU usage for me.
