I solved the problem on my laptop by using the following commands:
apt-get remove network-manager
apt-get install network-manager-gnome
This was posted using mobile broadband.

If you read this, but not the output from those two commands, that means the
bug site has a size limitation, and the output from the command is too
large.

I forgot to edit it properly.
The bug only makes it impossible to use mobile broadband.
