I think any fix for this bug that relies on preserving the old behaviour of
/etc/default/firehol is the wrong approach. I had a look through Debian Policy
Manual Section 9.3: System run levels and init.d scripts; here’s some snippets:

But is there actually any reason to keep the /etc/default/firehol file and the
START_FIREHOL logic? I don’t understand the point of having it. What would be
wrong with “systemctl [enable/disable] firehol”? That would be more proper, no?

I think the “patch” was supposed to be the suggestion to change firehol.conf to
have a wide-open firewall by default. Hence the reason I felt necessary to show
up here with my objection. That proposed fix would (a) have terrible security
implications and (b) not actually fix the real cause.
I came here to report the same problem and found there was already this bug, so
consider this a confirmation. I am certain that /etc/default/firehol did work
as documented at some point in the past.
