That explains it then. Logrotate was inheriting a path from cron
without /usr/sbin.

It is the default environment, it just happened to be the default
environment you get when you run 'crontab

The rsyslog package (and some others) install an extension conf
file at /etc/logrotate.d/rsyslog .
This file makes a noble effort at triggering rsyslog to start a
new file after rotation:
