I have downloaded and installed sudo_1.9.13p3-3_amd64.deb from
http://ftp.fi.debian.org/debian/pool/main/s/sudo/sudo_1.9.13p3-3_amd64.deb,
and can confirm the issue fixed.

Somehow the patch that was committed to Salsa is off by one line
compared to the upstream patch. This results in an unwanted " ; " in
the log message when no environment variables are logged.
It would be preferable to apply the upstream patch as is.
