I've been trying to setup password protection for editing Grub menu
entries and ran into the same problem that even booting requires a password.

I ran into the same problem. The boot time has increased almost by one
minute since an upgrade recently.
$ sudo systemd-analyze blame
1min 1.970s networking.service
1.158s systemd-udev-settle.service
1.145s uml-utilities.service
409ms tor.service

There is a dead symlink in /usr/share/doc/john. The symlink README
points to /usr/share/doc/doc/REAMDE wich doesn't exist.
The reason for that is the variable DEB_INSTALL_DOCS_ALL
in /usr/share/cdbs/1/rules/debhelper.mk.
You have to unset this variable
