Thankfully, I reinstalled the Boron release on my LAN server and was
able to get the nfs server running properly. I have worked around the
flaw in the system.
My though remains intact, i.e. Debian news should be fixed at least to
the point that when reported that NFS versions are not matchi
problem. Thank you for taking the time!

I have looked at my other debian computers and the TMOUT setting works
on them. I'm not sure why TMOUT does not work on my one computer, but it
is not worth the effort to try to debug this issue for one system.
Please consider this issue closed.
