As it works right now, normalize is an action. It is defined so that you can
do it at any point of time during the process of creating files:
get a CD, read it, go home, do CDDB, normalize...
So no, it will not turn into a flag.

Itherwise, disable the "--no-utf-convert" from the flac options.
