Bug#881787: More reports

I wanted to add another data point -- I've had two separate older systems, both with Debian 9, and I'd experience periodic high load. These are older systems, so high disk IO is extremely visible. When inspecting top, packagekit was doing all sorts of operations, including notably GPG operations.
