It seems the most simple way to reproduce this bug (or to get a strange
behaviour may be with the same roots for this bug) is to load a simple
xml-file with 'windows-1251' encoding defined (which is validated as
good xml-file by xmllint):

There is a missing dependency on python-libxml2 in python-pyxmpp
package. And there is also wrong dependency on m2crypto, but should
be on python-m2crypto.
