Whatever we do, we don't get the hccheck to run, it's very likely the above bug
is present in the Debian repo.

We are using this on a site with quite a lot of traffic (often about 1000
concurrent users) and we're using apache as a reverse proxy with mod_proxy and
mod_proxy_http.
The issue is very reproducanle in our case and makes http2 completely unusable.
