This bug should be fixed in Wireshark 3.2 and later as described at
https://gitlab.com/wireshark/wireshark/-/issues/15865.
It looks like xt_TEE was removed from xtables-addons-source due to bug
#592237. However it looks like that user was trying to use an unstable
version of iptables (1.4.9) in conjunction with a stable version of
xtables-addons.
I don't think the decision to disable the TEE target in xtables-addons

IANA recently assigned "application/vnd.tcpdump.pcap" to the libpcap
file format (used by libpcap, WinPcap, tcpdump, Wireshark, Snort, and
many other libraries and applications):

Johannes, would it be possible to send me the capture file that
