I've also just run across this bug and can confirm that at least in the
case of US mirrors the line following ftp.us.debian.org causes all other
US mirrors to be skipped.

I've run into the same bug and filed it against libtidy directly
(#466890). I imagine if the change to libtidy only breaks elementtidy,
however, the bug is more appropriately filed here.
