Bug#504369: circular dependency with debconf and debconf-english with apt-get dist-upgrade after updating from etch to testing

Package: debconf Version: 1.5.22 Severity: grave Justification: renders package unusable ran apt-get update and apt-get dist-upgrade after updating my sources from etch to testing. seems like i can not install either debconf-english nor debconf-i18n because of a circular dependency. -- System
