Dear Maintainer,
While I agree that the feature has been marked as EXPERIMENTAL, it's
been in Exim4 for years now. Sender requirements are enforced by GMail
ever more strict and ARC signing is one of them. I too run into the
problem that exim4 in Debian doesn't have this feature enabled.

Hi Matt,
From the page you referenced for "authentication_milter", it says that
the milter will /verify/; from that, I conclude it won't *sign* the ARC.
As far as the popcon count: as you say, it's only in "experimental", so
having a popcon count of 20 even seems *high*.
