It looks like the usb-hdd images also have this issue. If I boot with
the image from
http://live.debian.net/cdimage/release/6.0.7/amd64/usb-hdd/debian-live-6.0.7-amd64-gnome-desktop.img
then /sbin/start-stop-daemon is again empty:
