I tried reinstalling all of the "upgradeable" packages in synaptic.
Result - update-manager now always reports >=6 packages are upgradeable, and
will upgrade most packages.
There are six packages which update-manager thinks are upgradeable, but
synaptic thinks are up to date, these are: -
