Ah, according to #649402, this is fixed in time/1.7-24. Perhaps this
bug should be marked as dupe of #649402.

I can't repro this on sid, xbmc starts up just fine. What is the
output of this command:
dd if=/dev/urandom of=/dev/null bs=1k count=1
You should see something like this:
1+0 records in
1+0 records out
1024 bytes (1.0 kB) copied, 0.000531848 s, 1.9 MB/s

It seems PACKET_MMAP was added to the main libpcap distribution in January 2008:
