nVPN server runs on a bastion host, I found that I had to disable GRO on both network interfaces to fix the problem. Also, disabling GRO on the OpenVPN server's tunnel devices had no effect in fixing the issue. Thanks to Mr. Hughes for his diagnostic work and for taking the time to notify me.
