Bug#681233: unblock: pynn/0.7.4-1

tributed with PyNN 0.7.x (they will be cleaned up and tested for the upcoming PyNN 0.8.0) I can edit the MANIFEST.in file to specifically exclude them, and make a bug-fix release 0.7.5, but this seems like overkill. Is it necessary? Best regards, and many thanks again for your work on this
