to make the package build in a buildd chroot some more adaptions are
needed:
- Depend on python3-docutils (which was pulled in before by
python3-sphinx)
- Drop debian/dh-virtualenv.doc-base as the documentation is missing
now
- Don't call dh with --with sphinxdoc
