LLVM 3.7.1 should have decent performance as we upstreamed various performance
patches from the Julia project. However, we still have patches on top of llvm
3.7.1 for getting acceptable performance. However, this is all on the julia
master, and not julia 0.4.

Okay, so I think the locale changes are enough to fix the FTBFS. I retried
building in an Ubuntu PPA and the build succeeded.
The timeout failure must just have been a problem with my local sbuild.

This pytables bug might be related:

The bug affected anything that used HDF indexes via pytables.

The used patch took into account as well the fixed from upstream bugs
56 and 57, which correspond to CVE-2016-3981 and CVE-2016-3982. At the
time of writing those two CVEs were not yet assigned.
So once accepted into the archive, I will update as well the
information for those CVEs.
