I can't reproduce this, and I can't explain it.
A couple of things to try:
Try running pinentry-qt4 independently of gpg. Just start it and enter
GETPIN at the prompt, and see if a window appears.
Also check your login setup to make sure that the environment variables
GPG_TTY and/or GPG_AGENT_I
