Your setup.py is mixing setuptools and Cython.Distutils. Both are

In a previous thread, Robert asked about issuing a warning in the case
of unspecified return type for extern C++ functions. I'm definitely +1
for it... Moreover, I would extend it for ANY extern C function. IMHO,
this is a case for "explicit is better than implicit".
