man.conf.
The naming should be
/usr/share/man/manmingw/dirname.mingw
/usr/share/man/manmingw/basename.mingw
Excellent, many thanx Volker!
I've modified the manpages accordingly:
$ tar jtvf mingw-runtime-3.12-2.tar.bz2 | grep man

As discussed, I've modified the man page locations as follows:
$ tar jtvf mingw-runtime-3.12-2.tar.bz2 | grep man
drwxr-xr-x csutclif/Administrators 0 2007-04-05 14:35:49 usr/share/man/
drwxr-xr-x csutclif/Administrators 0 2007-04-05 14:35:55
usr/share/man/mingw/
