According to Debian worldwide mirror sites page
(https://www.debian.org/mirror/list), current reccomended Debian mirror
archive URL with GeoMirror capability is "http://deb.debian.org";.
So update mirror_debian to use it.
And URL of mirror list is chagned to HTTPS. So update it too.
